Why Supervision Exists
Tree protection fails on site for ordinary reasons. Fencing goes up in the wrong position, or is moved for a delivery and never moved back. Materials get stacked inside a root protection area because it is the only flat ground available. A service trench is dug along the shortest route rather than the approved one. Nobody involved intends to damage the tree — the damage happens anyway.
Root damage is also invisible. A tree that has lost a third of its rooting area looks entirely normal for two or three years, then declines. By the time the effect shows, the development is complete, the contractor has gone, and the liability sits with whoever owns the site.
Supervision exists to catch these things while they can still be corrected, and to record that the approved measures were actually implemented.
Construction Site Monitoring
Construction site monitoring is required on sites where trees are of particular arboricultural, landscape, or cultural value, or where they are protected by Tree Preservation Orders. It is also commonly required where construction activity is taking place close to retained trees and the risk of damage cannot be adequately managed through the Arboricultural Method Statement alone.
Monitoring typically takes the form of regular visits throughout the construction programme to verify that tree protection fencing is correctly positioned and maintained, that no unauthorised activity is taking place within exclusion zones, and that the measures set out in the approved method statement are being followed. What Each Stage Involves
Pre-commencement inspection
- Attendance before any work begins, to confirm that protective fencing and ground protection are installed in the approved positions and to the correct specification. This is usually the visit the planning condition specifically requires, and it produces the sign-off that allows work to start.
Site induction and toolbox briefing
- A briefing to the site team on where the exclusion zones are, why they exist, and what is and is not permitted within them. Most breaches happen because nobody on site knew, and a short briefing prevents a great deal of trouble.
Monitoring visits
- Attendance at agreed stages or intervals to confirm protection remains in place and effective as the build progresses. Frequency is set by the sensitivity of the site and by what the condition requires.
Supervision of specified operations
- Direct attendance for the operations carrying greatest risk — excavation within root protection areas, no-dig surfacing installation, service routing, demolition adjacent to retained trees, and any hand digging or air-spade work.
Records and completion report
- Every visit produces a dated record with photographs, findings, and any instruction issued. A final report confirms the works were carried out in accordance with the approved method statement and records the condition of retained trees at handover.

How many site visits will I need?
It depends on the sensitivity of the site, the operations planned near trees, and the condition wording. A straightforward householder scheme may need a pre-commencement visit and one or two monitoring visits. A large or tree-sensitive site may need attendance at each key stage. This is agreed and quoted in advance.
Can our contractor supervise their own tree protection?
Some authorities accept it, many do not, and it is a poor arrangement regardless. Independent supervision by an arboriculturist with no interest in the construction programme carries considerably more weight with the authority and gives the developer better protection.
What if trees are damaged during construction?
The damage is recorded, assessed, and remedial measures specified where possible. Where a protected tree has been damaged there may also be enforcement implications, and early honest recording is a considerably better position than a discovery later.
